Overview
Oman’s sexual conduct laws derive from the Omani Penal Code (Royal Decree No. 7/2018) and from Sharia principles. Although Oman is more socially open than Saudi Arabia, sexual morality laws are tightly enforced, especially against foreigners. Consensual sexual relations outside of marriage are criminalized, and historical punishments such as stoning and flogging remain codified, though rarely applied in practice.
Age of Consent
There is no standalone statutory “age of consent” in Oman. Instead, sex is only lawful within marriage. Marriages under 18 require judicial approval, meaning sexual relations outside marriage at any age are punishable.

- Zina (fornication/adultery): Imprisonment and flogging; stoning in extreme cases for married offenders under Sharia.
- Homosexual conduct: Illegal, with penalties ranging from 6 months to 3 years imprisonment; religious courts allow flogging or death in aggravated cases.

- Public indecency: Even hand-holding or kissing in public may result in charges.
Historical & Sharia Punishments
Oman’s system integrates Islamic law. While courts often use imprisonment and fines today, the traditional hudud penalties remain:
- Stoning (rajm): Prescribed for married adulterers; rarely if ever carried out in modern Oman but still lawful.
- Flogging: Up to 100 lashes for fornication.
- Death penalty: Rarely applied, but possible for aggravated homosexuality cases.
